While we have designed this game to be as fair as possible, there are certain things in game that are just flat out stronger than other things. This is true in real life, in all game systems, and in mythology in general. Valon is no different. We accept that, but we will also actively strive to limit people's access to what makes a character stronger than another. This includes, but is not limited to, who has access to greater races, tiers, magic items, and even some details of a character's history.
To that end, please be aware that we as admins will be paying attention to major details like that when approving (or, realistically speaking, disapproving) new characters.
Race -
Some species are just stronger. Dragons are commonly heralded as being some of the most powerful creatures in mythology and folklore. The Racial Information board already lists restrictions for some of the stronger races. These restrictions are not completely set in stone. If you exhibit a certain level of skill and behavior, we may give you the privilege of playing a stronger race. On the other hand, we may also deny you this privilege if you act inappropriately.
Tiers -
The Tiers represent a person's magical power most directly. However, this is not a game for playing the strongest person around.
Most characters should be between Tier 0 and 3. To start a character at a higher tier requires certain additional conditions to be met, such as number of posts, specific details of the character's history and age, good sportsmanship and writing proficiency. This will be determined on a case by case basis. Do not be surprised if we tell you that you must change your proposed character's Tier (and all associated benefits).
Magic Items -

History -
In the same way that this is not a game for playing the strongest, this is not a game for Mary Sues. No one is born a master of anything. There may be a few "prodigies" who are naturally proficient at something, and there may be characters who have "prophecies" about them. We might even have a few geniuses.
But these must have appropriate characterization and history building their skills up, and you must be aware that many prophecies are inaccurate or outright wrong. Any prophecy about your character relating to "the whole world", whether saving it, destroying it, ruling it, or anything similar will be immediately rejected. Those characters who are the strongest in game got there through decades, if not centuries, of hard work and effort.
Similarly, while you may have a "rich" or politically powerful character, do note that we the admins will be watching what you the player do with those privileges. If you the player are abusing it, or are using it in a ridiculous - not eccentric (eccentricity is just fine) - but in a ridiculous way, we the admins will step in.
This does not mean your character cannot be "special" in some way, or have one of the things listed above. There should be something special about PCs that makes them stand apart from their fellow beings. Whether this is something magical, physical, social or mental, or just a part of who they are - that's up to your creativity with this already-very-open system.
