They not only exist, but they're plentiful - some existing in large enough numbers to threaten small towns. Large, advanced cities and towns usually have little to fear beyond the infrequent missing person or isolated attack, but there are still many places for whom monsters are a frequent concern.
"Monsters" are a stand-alone category made up of a wide variety of some animals, Magical Beasts, Wild Fey, creatures with a Demonic Heritage, and sometimes they're something else entirely. Most monsters are not magic users, and few even have any intelligence to speak of at all. However, monsters do have many unique traits, abilities, and it's not uncommon for a monstrous race to have many special abilities as well.
"Monsters" are not currently a playable race, but one might be suitable as a familiar. This will be determined on a case by case basis.
Monsters can be treated as either minor or major NPCs, depending on how powerful they are or how they are used in the plot. While you do not have to ask permission to bring a monster into most threads, please be reasonable and take the story world into account. A demonic T-Rex infused with infernal energies is not going to be walking up the streets of Greenwich munching on people willy nilly. Most characters would not be able to one-shot it if it did.
If you like, or if we deem it necessary, one of the admins could rp monstrous creatures as enemy NPCs for your thread.
